In the United States, governments are increasingly turning to public-private partnerships (P3s) to implement public infrastructure works. Here’s why the benefits of P3 for project delivery, not just financing, will continue to shift the market in this direction.

The World Economic Forum ranks US infrastructure behind that of most other comparable advanced nations such as Singapore, Germany, and the United Kingdom.1 And it will get worse: from 2013 to 2020, cumulative US infrastructure needs are estimated to be nearly $3.5 trillion. Fiscal constraints limit how much governments can do on their own, and much has been written about how public-private partnerships (P3s) can be a viable option for filling this financing gap. But most overlook P3s’ ability to address many of the nonfinancing pain points in infrastructure development and delivery.

A 2016 study by Syracuse University concluded through dozens of owner and concessionaire interviews for US-based projects that there is a significantly higher likelihood of meeting cost and schedule objectives under P3 models compared with traditional public sector project delivery where a project is owned, managed, and financed by government.2 And yet when it comes to large, expensive public works projects, US elected officials have often struggled to develop and sustain the political will to partner with private investors on project delivery. The United States—which in 2015 accounted for roughly a quarter of nominal global GDP and 18 percent of global construction spending—accounted for just 9 percent of the world’s nominal total costs of P3 infrastructure in the same time period.3
Elected officials’ reasons for hesitance are varied but often boil down to misplaced perceptions about enabling a private entity to finance, construct, and manage the long-term operation of public assets. Those who are singularly focused on the finance and ownership debate, however, can miss other tangible benefits arising from a P3 delivery model. P3s can address some of the key structural and operational reasons why traditional large infrastructure project delivery so often fails.

The pain points that P3s can address

A strategic P3 approach can potentially mitigate the overruns and schedule delays that plague traditional infrastructure project delivery by clearly delineating governance, allocating shared risk, integrating resources, applying best practices, and establishing a life cycle–long perspective of costs and accountability. In our experience, institutions face eight recurring challenges with their capital project portfolios, often unrelated to financing. P3s can potentially address each of these pain points to varying degrees depending on the project.

Unclear responsibilities. A lack of clarity about decision making and project governance often hinders effective project delivery. P3s address this challenge by requiring the owner to document and negotiate the performance standards, risk-allocation mechanisms, responsibilities, rewards, and penalties in a transparent and commercially realistic manner.

Poor alignment with strategy. Support can wane, or implementation can be delayed, when projects are not backed by a strategic and robust commitment. P3s, however, are thoroughly screened and vetted from a portfolio of potential investments with a high degree of public visibility, resulting in project commitments aligned with the strategy of the sponsor.

Insufficient optimization of project features. Sponsors are often constrained by existing standards, methodologies, and limited exposure to best practices under traditional approaches. But P3s encourage innovative problem solving by concessionaires during the bidding, design, construction, and long-term operational phases of the project.

Lack of an ownership mind-set in the delivery team. Traditional project delivery often results in poor alignment between the contractor and owner. In P3s, concessionaires adopt the perspective of owners, sponsors, or both because of the performance incentives and obligation to ultimately transfer assets in a state of good repair.

Lack of discipline in execution. Large infrastructure projects often suffer from competing objectives, time frames, and resource commitments. P3s achieve clarity of delivery and operational accountability by defining and aligning contractual obligations and integrating project delivery functions, such as design, procurement, and supply chain management.

Poor project controls. Multiple participants and different systems can result in competing versions of progress, differing views of the truth, wasted effort on reconciliation, and a strained relationship among participants. P3 concessionaires typically deploy project-wide systems and considerable resources to identify, manage, and mitigate deviations from plan, resulting in better contingency planning and faster response to changes.

Low initial cost mind-set. Traditional procurement approaches frequently award contracts to the lowest construction bid without a mechanism to consider the full cost of life cycle operation and maintenance (O&M). P3s, by definition, focus on the long-term total cost of ownership, including O&M, at the time of contract award, thereby incentivizing the concessionaire to optimize not the minimum required capital, but the initial capital expenditure and ongoing operating expenditures that actually maximize value.

Poor resource optimization. Owners sometimes suffer from inadequate internal resources to ensure progress and daily decision making in a timely manner. P3s address this challenge by transferring delivery responsibility to highly capable and well-resourced teams incentivized to perform through the negotiated contract terms.

P3s consistently deliver better schedule and cost performance. Opinion or fact?

P3s will not tackle all of these challenges all the time—but a growing body of evidence supports the assertion that they can indeed solve many structural and operational problems that often cause budget and schedule overruns for large capital projects.

Based on published studies of the design, construction, and maintenance of social infrastructure projects, such as schools and clinics, in Europe, we find that the P3 approach can reduce life cycle cost up to 20 percent compared with the traditional approach. The UK Audit Office found a reduction of 70 percent of project budget overrun counts and 65 percent reduction in project schedule overruns deploying a P3 model.4 An Australian study of 54 projects showed that only 1 percent went over budget; they also beat the schedule on average by 3 percent, while traditional approaches were on average 24 percent late.5

Like Australia, Canada boasts an impressive track record, with a mature P3 market that offers many lessons in best practices, including the establishment of an agency to oversee the growth and accountability of P3 opportunities to deliver infrastructure. A transparent procurement process and consistent approach drive Canada’s success.

Success stories also exist in the United States. The largest availability payment–based social infrastructure project in US history, the George Deukmejian Courthouse in Long Beach, California, represents a successful P3 that accelerated replacement of an outdated and poorly functioning facility. The state of California awarded the project to a private consortium in a 35-year project agreement. The building was completed in 2013, on time and within budget, and it opened in May 2014.6 For its part, the private consortium gained low-risk cash flow payments on the lease for the full duration, protected by the clause that the consortium can evict the state if availability payments are not made. Today, the state of California continues to occupy the award-winning courthouse, with dramatically improved facilities and amenities, room to expand, and a performance-based agreement with the concessionaire to ensure satisfactory long-term operations. Transportation success stories, such as the I-595 reversible managed lanes in Broward County Florida and the I-495 lanes in Virginia, have proven the ability of properly conceived and managed P3 projects to provide tangible transportation benefits.

Of course, the P3 approach isn’t right for every project. In some cases, the advantages do not sufficiently offset the political, procurement, delivery, or revenue risks; value-for-money analyses clearly point out instances where this model is not applicable. Sophisticated financial investors place high hurdles on risk identification and mitigation before submitting proposals that satisfy their expected returns. And no matter the situation, a poorly executed contract can put a government in a risky position should the private partner fail to deliver.

However, public officials charged with shepherding the use of public funds are increasingly looking for better ways to deploy resources in the most efficient way possible. The P3 approach solves many root causes of poor project performance on large capital investments. And indeed, the current market suggests strong momentum. As of January 2016, the Federal Highway Administration had identified that 35 states, the District of Columbia, and Puerto Rico have statutes that enable the use of various P3 approaches for the development of transportation infrastructure, to provide another arrow in the project delivery quiver.7 And governments are validating this delivery approach through a documented portfolio of successful projects that offers many lessons about the circumstances, ingredients, and benefits of deploying a P3 approach that places project delivery excellence at the fore. We anticipate that as evidence of successful infrastructure P3s continues to mount, we’ll see the pace of P3 deployment increasing in the US market.”

Trump Signs Order to #END27 VetSuicides a Day : A Personal Response

During the 2016 Presidential race I decided to set aside most of my other professional endeavors and hit the road to lead the Vets for Trump campaign movement.  Working on the front lines at rallies and behind the scenes in organizing and creating activism, I did everything in my own personal power to help Donald Trump get elected.

Why?

Last Tuesday is why.  On March 5, now President Donald Trump signed an Executive Order called the “National Initiative to Empower Veterans and End Veterans Suicide.”  This is addressing the single most devastating issue in America today; the abandonment of those who have served in our armed forces and allowing them to slip into such an abyss of loneliness that they feel the only rational choice is to take their own life. 

The President said in signing the order “To every veteran, I want you to know that you have an entire nation of more than 300 million people behind you.  You will never be forgotten. We are with you all the way.”

In 2016 we were able to mobilize Veterans to come out and support Donald Trump because we sensed that he was the first candidate from either party to mean it when he said he cared about Veterans and the failed system of Healthcare being managed through the Veteran’s Administration.

Our support made a difference.  Veterans made the difference in electing Donald Trump over Hilary Clinton, a woman who stood at the flag draped caskets of fallen heroes after Benghazi and lied to a nation about the circumstances of their death.

Every politician who runs for office says that they “support our troops” and that they “want to make sure that every veteran gets the care they need.”  Every politician promises it and every politician, even those who have served in the armed forces, ignores it once they get into office.

President Trump is the first President to step forward and try to make a real change.

This Executive Order comes in behind a previous Order issued in January of 2018.  Taken together, these two Orders provide an opportunity and a directive for real progress to be made in providing holistic care for our service men and women.

I am one of the founding members of the Non-Profit collaboration #END27.  That number is the minimum number of suicides our research indicates happen every day among those who serve, or have served, in our armed forces.  These are people who risked their lives deliberately in order to help protect the life of every American, regardless of their race, religion, economic status, political beliefs, or anything else of which you can imagine.

Then they end up losing their own life at their own hand.

As a Service Connected Disabled Veteran, I have been inside the system myself and I have been inside it with my brothers and sisters who have served.  I have watched the bureaucracy operate within a culture of inefficiency.  Previous administrations have paid lip service to reforming this culture but when the time comes for real action and reform, the status quo has “trumped” the willingness to change.  Now, hopefully, there is a new “Trump card.”

The Veteran’s Administration gets all the attention because they are the Federal Agency responsible.  It is always easy to focus people’s view on a single, large object.  The truth is that at the State level everywhere across the country the needs of Veterans are also being ignored.  When our organization talks about the need for holistic care, we are talking in part about the full range of treatments and support groups and activities that need to be in place for service men and women.  We are also talking, however, about how every unit of government at every level needs to be stepping up in support.

This action by President Trump needs to be a call to every member of the military, past and present, to get engaged and show support for him in the next election.  He is the only President to this point to take a stand to help us.  There is absolutely no reason, none, to assume that anyone who might replace him would continue with his efforts.

While people might say they care about us, their interest can be hard to hold.  Witness the reporter from CNN who right after the President’s announcement of the new Executive Order, stepped in to ask a question about Michael Cohen.  Attention being paid to Veteran issues rarely survives the next news cycle.

The most universally recognized symbol of human suffering may well be depiction of the Pieta, that moment when Mother Mary is shown to be holding the lifeless body of her son, Jesus.  Every day, there are approximately 27 non-depicted events of still more human suffering.  They are those of men and women, alone and without hope, doing to themselves what an enemy combatant failed to do.

Nobody is carving a sculpture for them.  Nobody is putting oil to canvass for them.  There is work to do.  Let’s get started.  Let’s support our President and his initiative #PREVENTS and let’s come together to #END27 today!

“A LOOK AT THE VETERANS CHOICE PROGRAM FAILURES”

President Trump has stood by us with the passage of the Veterans Accountability Act, additional VA funding, mandating internal VA reforms, and his recent Jan 9th 2018 EO “CARING FOR VETERANS IN TRANSITION” which mandated the VA to fix and restructure the Veteran Choice Program (VCP).  President Trump knows this has not been implemented as the Veterans Access, Choice and Accountability Act (Choice) 2014 called for and intended as we were told it would be.

Yet past and current VA Leadership failed to act and execute. The recent VA OIG report exposed that then Under Secretary for Health Administration Dr Shulkin was negligent in implementing, per: “VA OIG AUDIT OF VETERANS CHOICE PROGRAM (VCP) PAYMENTS” (Click HERE for reference).

The Veterans Wellness Alliance is exposing this egregious lack of VA leadership that we believe was intentional given there is unbelievably an on-going debate over not spending VA dollars on providing private care access.  Once again, this is another failure by our Government to mitigate Veteran Wellness Issues / Suicides as promised.   Taking the numbers of Veteran Suicides from 2014 till now in 2018 this compounded the problem from = #END22 now to #END27.

The VA Directorate of Health Administration and its Business Office of Purchased Care (CBOPC) share an apparent willingness to derail the Veteran Choice Program by not forcing Tri-West and HealthNet to do what they were contracted to do:  To pay VA VCP Providers who were contracted to treat referred Veterans seeking immediate care because the VA demonstrated it was incapable of providing Veteran healthcare and treatment in a timely manner.

This recent VA IG Report Foot Stomped that former Sec Shulkin was totally aware of VA Leadership authorization of fiduciary subcontracts to Tri-West and HealthNet to pay VA VCP Providers. VA Leadership knew that they were totally worthless as these contracts had no real VA oversight power to hold these subcontractors accountable to actually pay on time VA VCP Providers, hence causing Veteran Access To Quality Healthcare outside of the VA to be nothing more than a sham.  VA Leadership knew that limited healthcare access resulted due to causing VA Providers to stop offering their services for non-payment, the VA not being able to expand and secure more doctors and clinics due to this slow no-pay actions on the part of Tri-West and HealthNet.

The VA OIC Report documents this all, yet there has still been no VA Action taken to immediately reverse these VA Leadership and VA Contractual failures as President’s Jan 9th VA EO called to be addressed as outlined in the “ACTION PLAN” by June 9th 2018.

Register your disdain and call for change as instructed below so President Trump gets our united message loud and clear! The GOP Congress must listen if they want our  VETERAN VOTE in the upcoming Midterm Elections in November.

If you already have a favorite, please head over to my Twitter profile, where you’ll find the test pinned to the top.  Then, like or retweet your favorite and you’ve joined the campaign by that simple act.

Also, however, don’t be afraid to offer any ideas, or come up with your own contenders if you enjoy making memes yourself.  Once we have the results of this test in and close it down, we’ll go into analysis mode and generate more memes with which to run a second test.  We’ll continue testing as long as the process is fun and interesting, or until we find a true, runaway winner.  One of the most positive parts of this process is that, while we’re engaging in the testing phase, we’re also living up to the mission itself and getting the word out, farther and farther.

If you’ve read the previous articles on our hashtag campaign, you know our goal is to win General Flynn’s full and complete exoneration.  We won’t stop until his reputation has been fully restored from the horrible and criminal attacks perpetrated against him.  The testing phase empowers great growth in our reach.

Once we find our ultimate winner, we will then convert from the Testing Phase to what I call the Concentration of Force Phase.  At that point, our goal will be to come as close to flooding the internet with that one meme as our movement is capable.  Traditional media views social media, rightly, as a competitor and they do not like to report on social media movements for obvious reasons.  But, if our campaign attains true critical mass, our voice will grow so loud that even they will find themselves reporting on us.

This is important because the Washington DC bubble ONLY pays attention to what breaks through into traditional media.  It is also important that our movement find its voice in the halls of power directly, so that our House Representatives and Senators in Congress hear about our will, and grow to fear our presence at the polls in coming elections.  In spite of the fact that those steps obviously in front of us, it is absolutely important for us to build an invincible and unassailable vision of unconditional victory.  We will not stop until General Flynn has been cleared, fully, 100% and has had his full voice, honor and reputation restored.  We can and will achieve this.

Returning to our current testing project, after you’ve selected your own favorite meme, please reach out to your friends and encourage them to join us.  Share this article, and recruit them to join in the testing.  And encourage them to reach forward to their friends as well.  The technical term for this is Network Effect.  If you remember the first fax machines, or the first cell phones, you know that they were very expensive and hardly useful.  They succeeded, however, as more and more Nodes – which is just a single unit, a single fax machine or a single phone – were added to the network.  There is a Tipping Point that occurs when the network itself begins to grow more and more rapidly, unit costs start to drop, and then values begin soaring explosively.  The exact same phenomenon occurs whenever a viral movement occurs in social media.

It is that tipping point that we seek, and the process of testing our memes is one of the most critical steps on the path.  We have every reason to expect that our finalist, the winning meme will attain true viral force.
